BOARD OF COMMISSIONERS: The five-member Board of Commissioners of the Housing Authority is responsible for setting policy and hiring the Executive Director. They are appointed by the Mayor of the City of Monroe to serve five-year terms. All five members must be residents of the City of Monroe.

Miller, Jr. Vice-Chairman Appointed 1985 Roxie Jackson Commissioner Appointed 2001 Joe Farr Commissioner Appointed 2010 Joseph Miller, Jr. Commissioner Appointed 1998 EXECUTIVE DIRECTOR: Frank Wilcox is the Executive Director of the Monroe Housing Authority. Dedicated to a life-long career in public service, Frank has served as the Director for more than 30 years. Prior to coming to the Housing Authority, Frank served as the Director of the Monroe Redevelopment Agency for the City of Monroe where he was responsible for developing and managing the Community Development Program and the Neighborhood Development Program both funded by the United States Department of Housing and Urban Development. Frank is a graduate of Central Arkansas University with a degree in Business Administration. In 2008 he was awarded the Lifetime Fellowship Program Award by the National Chapter of the National Association of Housing and Redevelopment Officials (NAHRO). He received SW NAHRO's most prestigious award, the Charles L. Farris Award, in 1995; and, the SW NAHRO Winner's Circle Award in 1988. He was awarded a lifetime membership in the Optimist Club; is a Rotary Paul Harris Fellow; a 2001 Rambin-Silverstein Nominee; recipient of the Southwest Bill Clements Maintenance Award; and, Board Member of the Year, Boys & Girls Club of America.
